About the drought conditions particularly in Himachal Pradesh, Sita Ram Dhiman, Sr. B.S.P. Leader , Shimla Himachal Pradesh observed that three crops , one of Ravi (wheat) and the 3rd one is cash crop Apple are neg legible for the last two years due to severe drought conditions prevailing particularly in Himachal Pradesh. In lower Himachal Pradesh , the people and farmers mostly in rural areas are dependents on wheat and maize but both the crops finished due to droughts. some how remaining are destroyed by monkeys spread throughout the State and Cows cattle's left by the people who have not fodder for their cattle's. The entire grass / fodder on which the farmers were being dependents is destroyed by PHOOLANOO BOOTI every where. Even it is very difficult for a farmer family to keep a single cow or befellow what to talk about keeping Bullocks. Now the people / farmers are dependents on Trackers for their fields . Entire Himachal Pradesh is dependents on natural rains . There is no facility of irrigation evening having water in five rivers crossing the Himachal Pradesh. The State Government and the Central Government should provide suitable compensation to all the farming com unities whose crops are finished due to droughts, menace of monkeys and stray cattle's left by the people who have no fodder in their own land due to PHOOLNOO BOOTI . The State Government through Agriculture Department should start destroying the BOOTI throughout Himachal Pradesh to save the fodder of the cattle of the farmers . The prices of essential commodities are sky high and one cannot lead a peaceful life . In such conditions , the people has no other way except to make suicidal deaths. Only cash crop in Himachal Pradesh is finished due to drought conditions in upper Himachal Pradesh. The people has no other means of livelihood if the apple crop is finished they are liable to commit suicides for their livelihood. In such circumstances, the Government of the day in the State and at the Centre should act and save the farming com unity from such type of humiliation.

NON AVAILABILITY OF IRRIGATION FACILITIES IN HIMACHAL PRADESH

As usual with the entire country, the Himachal Pradesh also came into existance after 1947 the Independent India. Though this is a small State of sevey lacs people population but it is scatered in a far flung , hard and difficult areas. No doubt the successive Government has done a lot in respect of development of roads, electricity , drinking water etc. but all these facilities have not been reached to the interiors residents and they have not seen the light of indepence as yet. The major problem in the State is un employment to the educated youths. The State Governments and also the Central Governments have totally failed to provide irrigation facilities to the farming communities. Without the irrigation facilities, the people of the State who mostly dependent on Agriculture and horticultre have very badly effected. There is no shortage of source water in the State and many rivers existed in the State. On these rivers many dams have been created for the production of electricity. As far as , there is nothing for the purpose of irrigation. People depends on rain waters which several times gave dry spell even for six months and the grains so shown by the farthers destoryed. There is a much scope for irrigation from the dams of the rivers if water is lifted to a artificial lake and from that lake it is distributed through pipes to every field in the State. By doing this , the state and its people can grow cash crops and become rich. The central Government and the State Government should act now and provide irrigation facilities to the farmers of the State forthwith besides constructing metled roads to each villages and provide three face electricity to all the villages. At the time of general elections, the political parties gave very long promises to the people but after the elections, the representatives of the people make it their business for themselves.

Despite my letter dated 15th of October,2008, addressed to the Prime Minister of India, all the Chief Ministers of the country and all opposition leaders of different political parties requesting therein that the entire black money deposited in the foreign Swiss Banks be brought to India through an ordinance and further it be distributed to every family as a financial security Rs. One lac per month for five years. By doing this, the suicide deaths , militancy , burglaries, unemployment amongst the educated youths , thefts etc. etc. will be totally controlled. I am surprised that no leader acknowledged my letter but for the first time , the Janta Dal President, Mr. Sarad Yadav ,had put a demand from the Government of India that entire black money should be brought to the country. He however did not elaborate that how this money will be spent further. Similarly, thereafter, Mr. L.K. Advani, Leader of Opposition in Lok Sabha also demanded the same type of action in respect of Black money. After the demand was raised by Mr. Advani, the entire BJP throughout India started demanding the same thing. However, no leader has every said that the black money to be brought to India will be distributed to the Indians by way of financial security of every family as Rs. One lac per month for five years.
Now, I , the floater of this idea to the nation, again request through this blogger all the leaders whether they are in power or in opposition, to raise this issue particularly at this juncture as the elections of Lok Sabha are going to be held and completed by 13th of May, 2009.

Bahujan Samaj Party (BSP) former General Secretary District Shimla and a Senior Leader of the party Sita Ram Dhiman, said here today that he had vide letter dated 15th of October, 2008, ( copy enclosed)under the name and style of “ Sampooran Karinti ( International Munch) addressed to the Prime Minister of India , all the State Chief Ministers in the country and all leaders and opposition leaders of various Political parties in the country given an idea and urged the Central and State Governments to issue an ordinance within a months time to bring the entire black money deposited into foreign Swiss Banks by the Indian dishonest Industrialists, shameless Politicians and corrupt Government top bureaucrats thereby weakened and shuttered the Indian Economy. The richer are becoming rich and poorer are becoming poor. Due to the fact this imbalance of money power has created problems of suicide deaths particularly in farming community, increased militancy, thefts , docoities , created un-employment amongst the educated youths and problem of bread and butter to the middle and poor families in India. It was also urged upon these Government to regulate this black money when brought from foreign banks to India and make payments to each of the families in the country whether rich or poor as Rs. One lac as financial Security per month per family for five years in the first instance. The figures of black money in the foreign Swiss banks pertaining to Indians is approximately 65.52 million Crores of rupees according to the research published in the news papers. In the library books in America it is stated that similar type of economic situation was in that country during 1930-40 . The then American Government adopted this financial security to each family at that time and every American became in the Middle Income Group during 1970-80 . Now they are rich rest in the world and they have no problem of bread and butter but they now in search of peace. In search of peace they are creating meditation houses throughout the world.
Mr. Dhiman, said that Mr. L.K. Advani has announced to bring this black money from foreign Swiss banks but he has not given the idea that how the same will be distributed in India. Bahin Kumari Mayawati , BSP Supreme , UP Chief Minister and waiting Prime Minister is urged to have this idea undertaken and announced immediately to whom a copy of enclosed letter was also sent. If this idea is under taken and announced by the BSP Supremo forthwith, the formation of next BSP Government in the Centre with Bahin Kumar Mayawati as the Prime Minister of India is inevitable.

PROBLEMS OF BHAKHRA DAM AUSTEES.

During 1960 years of Independent India the Central Government constructed Bhakhra Dam at Bhakhra-Nangal which is the biggest in the history of independent India. It gives electricity to the nation. The reservours of water from the Dam is being supplied to the entire Punjab and Haryana and some other states. The people of Bilaspur H.P. and Hamirpur have lost their precious land which submerged in the dam water. The old Bilaspur township and its precious temple of Satyug, Tareta and Dawapur have also been submerged into the dam water. The people who have lost their homes and precious land have not yet been connected with the facilties of Roads, Hospitals, Schools, water supply schemes ,Electricity three phase and other daily required facilities. Every party Government which rule the State of Himachal Pradesh such as The Congress and the Bhartya Janta Party, at the time of elections of the Parliament and Vidhan Sabha had been promissing the effected people of all these facilities but after winning the elections nothing is being done till now to them. The Previous Congress Government headed by Mr. Vir Bhadra Singh, had inaugurated the construction of two more Sectors for the austees at Bilapsur ( Village Bamta and Badhyat) but after the defeat of the party during 2007-08 Vidhan Sabha Elections, the Government has been formed by the B.J.P. headed by Professor Prem Kumar Dhumal as its Chief Minister. The scheme and proposal for the construction of these two sectors, has since been stopped and the effected people have been thrown at the mercy of almighty God. All the major schemes of creating Industrial areas, setting up of Educational Institutions, Training Institutions , Medical Collages, are being created in Una, Hamirpur, Kangra and Mandi Districts. The Central Place of whole of the Himachal Pradesh falls at Bilapsur and its surroundings but the Central and State Governments are not doing any thing in this District. The construction of roads, providing irrigation facilities, three phase electricity, drinking water and other developmental schemes are ignored from this District. No big project is being installed. The educated un-employed youths are frustrated. The rich are becoming richer and the poors are becoming poorers. It is emphasised to the Central as also the State Government to act above party lines and provide every facility to the public of Bilaspur District particularly and Bhakhra Dam Austees specially.

BLACK MONEY IN SWISS BANKS DEMAND TO ISSUE ORDINANCE TO BRING THAT MONEY IN INDIA AND DISTRIBUTE IT TO ALL FAMILITIES AS ONE LAC PER FAMILY PER MONTH

I, as Convenor , of SUMPOORAN KRANTI (INTERNATIONAL) WROTE A LETTER TO THE PRIME MINISTER,INDIA, Chairperson, UPA , Sonia Gandhi, All National parties Presidents, Opposition Leaders in India, all the Chief Ministers in India about six months ago that the entire black money deposited by the Corrupt polticians,shameless Beaurocrates and Big Industrialis should be brought to India through an ordinance within a period of two months and further ordinance be issued to distribute the same to all the families in the country Rs. one lac per family per month for at least five years so that the suiside deaths being done by the educated unemployed youths, the militant crimes and poorness could be removed from the country on the anology of USA , the condition of which was the same as in Indus during 1930-40 decades. The gold hold up by all corrupts in India should also be siezed by an ordinance and deposited into Government treasury , the benefit of which should be given to the poor people of the country. To-day I am happy that Mr. Lal Krishan Advani, the opposition leader in the Parliament and waiting prime Minister from the B.J.P. has in his Press Conference declared and urged the Central Government to issue an ordinance in this respect . He also said that if their Government will come to power they will issue such ordinance and make such laws . Let us wait all these things in the comming months and years./

DEMOCRACY AT A GALANCE

To-day's demoracy in India seems to be cripled as every political party is engaging to collect money by one way or the other. Some parties who remained in power collects money from big business houses and Industrialists and after coming into power they make Acts and Rules to favour such big business houses or the Industrialists. The rich people are becoming rich and the poor are becoming poorers in India. The entire money went into the hands of 10% people and 90% are hand to mouth and battled for their survival for both ends. The black money earned by the corrupt politicians , shameless bureaucrats and Industrialists is deposited into the Swiss banks . Every political party should declare before preparing their menifestos that when they will come into powers , the party of that Government will issue an Ordinance by which the entire money deposited in Swiss banks should be brought to the country and that money should be distributed amongest the poor people of India as a financial security by giving them rupees one lac per month of social security pension to each famimily. The suiside deaths being taken place due to non availability of Roti, Kapra and Makan , will be stopped and their will be to un-employment amongest the educated youths of the country. The crime graph will automatically come down if such type of policies and programs are launched by the sussasive Governments as per commitments made duing the electioneering for the coming Lok Sabha Elections. This espact is very important for the development of the country in the coming years. There should be roads, irrigations, drinking water facilities and electricity to each and every house hold . This is the main function of the duly elected Government by the people to give them every facility at their door steps. The judicial system is also faulty. The justice delayed is justice denied. Law should be just like a torts which will give relief to every citizen without waisting any time. The public Distribution System should be strengthened. The Consumer Forums should be set up at every Sub-Divisional Headquarters.

बिलासपुर जिला को बिकास के मामले में पीछे किया

The BJP Government headed by Prem Kumar Dhumal is ignoring Bilaspur District in respect of Development. He has some day ago announced seven Universities for Solan Disgtrict, Several New Educationanal and Medical Institutions for Kangra District, Solan District, Una District , Hamirpur District and Mandi District have been announced. The Bilaspur District which is the central place of Himachal Pradesh is being ignored and no new offices and new Educational and Medical institutions are being set up in Bilaspur District. There is Sukkar Khad which destroyed the caltivated land during rainy season every year required channelisation but no steps are being taken. No Air port are being constructed in Bilaspur District. No irrigation schemes are proposed. No new roads are being proposed and old roads are in deteriorated conditions. There is a Fouj of un employed educated Youths but no job opportunities are being provided to them . No new Industerial ares are being proposed. There is a low voltage of Electricity but no steps are being taken for providing new transformers. The people of Bilaspur has given their precious land for the Bhakhra Dam but nothing has been provided to them . The previous Congress Govt. had also failed totally to provide any facilities to the Bhakhra Austees. No new Sector has been given though the Congress at the last leg of their rule tried to creat two sectors but nothing done. The people of Bilaspur are at the mersy of the God, as there is no help being provided by the Government for the welfare of the public of Bilaspur District.

The people of India must know that by corrupt practices some of the polticians, bureaucrats, big Industrialists, Senior Defence Personals, Judicial Officers have grabed the entire money of the country and they have put the uncounted money into the Swiiss Banks.Such corrupt personnel only of about 15% in the country. The 85% who are honest are aware of the fact that corruption in all such Government Institutions and Departments is rampant. In Himachal Pradesh at Shimla a number of meetings held of Senior Citizens and intectuals under the banner of a newly organised " Sampooran Kranti" ( International ) and Mr. Sita Ram Dhiman was made a Convenor of the organisation. A detailed letter in Hindi was drafted in the meeting and the same has been sent to The Prime Minister of India, Dr. Manmohan Singh, UPA Chairperson, Madam Sonia Gandhi, The President of India, all the Chief Ministers in India besides other prominent opposition leaders at the National and State level has been sent about five months ago requesting all the Government functionaries that an ordinance at National level as also at the level of State Governments be promulgated that those such politicians, bureaucrats, Industrialists and others who have put their uncounted money into the Swiss Banks should withdraw that money immediately by giving them at least one month's time to withdraw that money from such Banks and bring the same to India. Out of that money India Government should promulgagte an ordinance that every family in India irrespective of poor or rich should be paid rupees one lac every month as financial security for at least next five years. By doing and taking this step the militency , crimes , loots , murdered, suiside deaths and other bad evils in the Indian Society will be erradicated . The Government is taking murdereds by millitants in the different parts of the country serious but the deaths daily on account of suisides due to lack of money with the poor people, farmers , small business houses are not being taken as serious. This is being held only due to disproportionate distribution of money by corruption in the country. The reply to the letter sent by the Convenor of " Sampooran Kranti" ( International) is far away but even that letter has not been acknowledged by any of the authority at the level of Government of India and at the level of every State Governments. Such type of behaviour is not required at least in a democratic country to the citizens

The attack on the Siri Lankan Cricket Team by the Millitants in Pakistan will prove a last nail on the coufin of Pak. Amerika and India should act strongly and vanish the Pak from the world Map forthwith otherwise it will be a danger to the world . The elected Government in Pakisatan is is weak and cannot control the militency. The Talibani will capture the Pak but before all this India and U.S. must act jointly and remove the Pak from the world Map.

Grievances of Ghumarwin Vidhan Sabha Constituency

In Ghumarwin Constituency Gram Panchayats Karloti, Paplah, Kapahra, Chhat, Berthin falls. For the purpose of development these Panchayats have been attached with Development Block Jandutta. The Police Station is at Shah Talai. The Range Office is Bharari, Tehsil and Sub-Division is at Ghumarwin. C.D.P.O. Office is at Jhandutta. Publice is demanding for the last sixty years that the people of these Gram Panchayats be attached with Ghumarwin for the purpose of Development Block, Range Office, Police Station, Welfare , CDPOs because they wants that their development will be possible if they are attached for all purposes with Ghumarwin.
