PLIGHT OF FARMING COMMUNITY,DROUGHTS, MENACE OF MONKEYS,STRAY CATTLES LEFT BY PEOPLE COULD NOT AFFORD FODDER.
About the drought conditions particularly in Himachal Pradesh, Sita Ram Dhiman, Sr. B.S.P. Leader , Shimla Himachal Pradesh observed that three crops , one of Ravi (wheat) and the 3rd one is cash crop Apple are neg legible for the last two years due to severe drought conditions prevailing particularly in Himachal Pradesh. In lower Himachal Pradesh , the people and farmers mostly in rural areas are dependents on wheat and maize but both the crops finished due to droughts. some how remaining are destroyed by monkeys spread throughout the State and Cows cattle's left by the people who have not fodder for their cattle's. The entire grass / fodder on which the farmers were being dependents is destroyed by PHOOLANOO BOOTI every where. Even it is very difficult for a farmer family to keep a single cow or befellow what to talk about keeping Bullocks. Now the people / farmers are dependents on Trackers for their fields . Entire Himachal Pradesh is dependents on natural rains . There is no facility of irrigation evening having water in five rivers crossing the Himachal Pradesh. The State Government and the Central Government should provide suitable compensation to all the farming com unities whose crops are finished due to droughts, menace of monkeys and stray cattle's left by the people who have no fodder in their own land due to PHOOLNOO BOOTI . The State Government through Agriculture Department should start destroying the BOOTI throughout Himachal Pradesh to save the fodder of the cattle of the farmers . The prices of essential commodities are sky high and one cannot lead a peaceful life . In such conditions , the people has no other way except to make suicidal deaths. Only cash crop in Himachal Pradesh is finished due to drought conditions in upper Himachal Pradesh. The people has no other means of livelihood if the apple crop is finished they are liable to commit suicides for their livelihood. In such circumstances, the Government of the day in the State and at the Centre should act and save the farming com unity from such type of humiliation.

NON AVAILABILITY OF IRRIGATION FACILITIES IN HIMACHAL PRADESH
As usual with the entire country, the Himachal Pradesh also came into existance after 1947 the Independent India. Though this is a small State of sevey lacs people population but it is scatered in a far flung , hard and difficult areas. No doubt the successive Government has done a lot in respect of development of roads, electricity , drinking water etc. but all these facilities have not been reached to the interiors residents and they have not seen the light of indepence as yet. The major problem in the State is un employment to the educated youths. The State Governments and also the Central Governments have totally failed to provide irrigation facilities to the farming communities. Without the irrigation facilities, the people of the State who mostly dependent on Agriculture and horticultre have very badly effected. There is no shortage of source water in the State and many rivers existed in the State. On these rivers many dams have been created for the production of electricity. As far as , there is nothing for the purpose of irrigation. People depends on rain waters which several times gave dry spell even for six months and the grains so shown by the farthers destoryed. There is a much scope for irrigation from the dams of the rivers if water is lifted to a artificial lake and from that lake it is distributed through pipes to every field in the State. By doing this , the state and its people can grow cash crops and become rich. The central Government and the State Government should act now and provide irrigation facilities to the farmers of the State forthwith besides constructing metled roads to each villages and provide three face electricity to all the villages. At the time of general elections, the political parties gave very long promises to the people but after the elections, the representatives of the people make it their business for themselves.
