CONSTITUTIONAL AMENDMENT 85 BY THE PARLIAMENT.

                                 The Government of India passed the 85th amendment in the Constitution of India in the Parliament. Most of the State Governments have implemented this amendment and quota to the Scheduled caste and Scheduled Tribes and other back ward classes are being given the benefit. But the Government of Himachal Pradesh whether it was B.J.P. Government before 2012 or now the Congress Government is not in favour of its implementations. The matter is being dozing from High Court to Supreme Court and Supreme Court to the High Courts but the Government is not complying with the 85th amendment of the Constitution and employees of these categories are being harassed by the State Government. This is not fare and Government should act properly and implement the 85th amendment of the constitution in the State without any hindrances.

CORRUPTION, UNEMPLOYMENT IN EDUCATED YOUTHS, INFLATION ,TERRORISM AND NAKSALBAAD.

                                           As usual I had been writing time and again that the corruption creats unemployment amongst the educated youths, it also creates inflation, then terrorism and Naksalbaad. Where the country is going at present, no body knows. The corrupt people are becoming rich day by day and common people are becoming poor to poorest day by day. Who is responsible for it? The Central UPA Government is the answer. The general policies are being framed under the guidance and with consultation of richest people of the country which are against the poorest and common people of India. Still there is scope if the Government properly act, all black money could be brought to the country, inflation could be controlled, un employment could also be controlled and by doing this the terrorism and Naksalbaad could also be controlled, if political will power is there with the political parties ruling the country at present. Resignation of Mr. G.S.Bali, A Cabinet Minister, Himachal Pradesh Government. It is shameful that Mr. G.S.Bali, a Cabinet Minister, in Himachal Pradesh has tendered his resignation within a short spell of five months newly formed Government under the Chief Minister ship of Sh. Vir Bhadra Singh, 6th time Chief Minister of Himachal Pradesh. The congress Party High Command should take action against him and he should be expelled from the party. Since he being the Cabinet Minister, does not know to whom the resignation is to be sent. Who is the competent authority to accept his resignation. He is black mailing the gentleman Chief Minister and exploiting the politics. Before taking this wrong step, he he consulted his voters of his constituency? What he wants? Now in such circumstances, the Chief Minister, should dismiss him from the ministry and party high command should exp ell him from the primary membership so that others should take notice of it and may not creat any indicipline more in the Government and the party. Before the appointments , the Chief Minister had in his knowledge that there will be criticism post appointments made in the State Government on key posts. This has given a chance to the main opposition B.J.P. to criticize the Government. However, who is the senior congress leader who has made objections in the press and had asked the New Paper Reporter that he should not be identified, should have restrained in issuing such a statement in public as the Government at present is being run by Sh. Vir Bhadra Singh , as the Chief Minister, of the State who has full confidence of the All India Congress Committee President Smt. Sonia Gandhi and Mr. Vir Bhadra Singh is the only Senior Congress Leader in the State on whose un-tired efforts the Congress party has won 36 seats and form the Congress government. The Chief Minister, Mr. Vir Bhadra Singh should be given free hand  to run Government in the State . The Senior Congress leader who has uttered these words might be correct but he should not go in public media which is tarnishing the image of the Govt. Chief Justice of High Court of Himachal Pradesh Mr. Justice Kurian Joseph.

                                                              The Chief Justice of High Court of H.P.  Mr. Justice Kurian Joseph has been elevated to Supreme Court. He has been adjudged by most of the intellectuals as   JUDGE, with such generosity, humility, kindness and affection.  As heard generally from the Advocates and most important public representatives , the  bar members of H.P. High Court too says that they  will miss  him always. The attitude as heard from the appearing advocates in the High Court , the well behavior of his Lordship   towards bar members and especially for junior advocates and staff makes him as  different from all till now in this High Court. 

                                               I have also seen and found his Lordship as a Very good human being  than that of a Chief Justice of a High Court. Since I am a common man but I found a chance to share a Dais with his Lordship in a conference regarding damages of public property during the strikes and agitations being organized by the political parties to achieve their political motives  in the H.P. University Auditorium with all party leaders and also found him in the Court of the Chief Justice in my personal case which I am representing my service matter in person. I found him always smiling what so ever the occasion. I hope every person sitting in the high ups should behave like him and others in the High Court or at Bar should get inspiration from him.

Subject:                      Suggestions for the preparation of Budget 2013-14

in response to the State Government call…..Construction of Large /big Power Projects in Himachal Pradesh.

Sir,

                                    The Government of Himachal Pradesh has set up H.P. Power Corporation Ltd. which is executing small power projects ranging 5-10 MW power generation. The big projects are neither being executed by H.P. Power Corporation Ltd. nor by the State Government. 

                                    In order to execute big power projects and have power generation in plenty , an agency , executing such projects is the demand of the day to earn revenue to the state exchequer by an agency which should have the control of State Government. This agency will not only earn revenue but also   provide employment to the educated un employed youth. Therefore, the Proposal is as under:-

                                     In order to materialize this proposal, formation of a cooperative Society, namely “HP Government  Pensioners  and Serving Employees-  Co-Operative Society is only required to be formed under the ausis of State Government which can later be registered as a Company . For this purpose , the State Government will only have to do  a provision of token money required for the registration of a company. The shares of the society, later on registered as company will be sold to HP. Government Pensioners and Serving employees. The share money so collected will run in thousands of crores of rupees . This share amount can be collected from the D.A. installments which the Government have to pay after every six months in crores of rupees. The wards of the share holders i.e. pensioners and serving Government employees , who have aquired higher education in many fields like engineering etc. could be adjusted in the construction of such large projects in various categories of posts , thereby minimizing the un employment problems in the State .

                                    The second proposal is to earn revenue for the state in a big way. A  provision for allotment of  encroached Government land  by way of giving the same on perpetual/ 99 years of lease is needed to be made. A huge quantity of Government land is presently encroached by individuals throughout the state and the Government is quite unable to get the encroached land back .Therefore , it will be in the best  interest of the State Government as also of the individual encroacher  to allot the so detected encroached land to the individuals on perpetual / 99 years lease basis against some lease money / fee as prescribed . By this way , the lease money  / fee so  collected by the State Government  will definitely run into thousands crores  of rupees and the propriety of the Government on the such land will also be maintained.

                                    It is , therefore, requested that the above two proposals may kindly be incorporated in the budget for the year 2013-14 so that the State Government may earn huge revenue and the interest at large of the public could be taken into account by the State Government.

                                   This is with reference to the news items in the press to day the 8th of Feb.,13 demanding suggestions for the development to be put in the coming Budget 2013-14.

I am to request your kind good self that the development work in Bilaspur H.P. particularly in town and generally in entire District have been stand still for the last more then five years as the B.J.P. Government during its stint has done nothing for Bilaspur District in any respect.
I am inviting your kind attention towards the following development works which requires immediate attention of the public representatives of the Bilaspur District and also the Hon’ble Chief Minister, H.P. A time bound orders / directions are required to be issued to all concerned to fulfill the requirements of the public of Bilaspur District.
( 1 ) To get two more sectors created to wards Bamta and Badhyahat (2 ) The remaining austees of Bilaspur District should be given plots etc. in these new Sectors with all amenities of Road, Sewerage, Water , Electricity , parks ,stadiums etc. (2) The new Bus stand has already been approved by the Congress Government in the last stint but the B.J.P. Government could not construct the same during its rule in five years though Rs.15 crores and 15 Bigha of land has already been earmarked and sanctioned for the purpose in the area of H.R.T.C. Workshop as per the information received by me in R.T.I. and E Samadhan. This should be got constructed on top priority basis. (3) A tunnel from Bilaspur town to Markand should also be got constructed for the overall development of Bilaspur town, (4) As already the matter had been in the policy of Congress Government earlier, an artificial lake should be got created so that some tourists should stop over at Bilaspur ( 5) Berri Dadolan brigde over Govind Sagar lake should be got constructed soon as it was on the Congress Agenda for the last many years. (6) The construction of Baagh Chhal Bridge has hanging fire for the last more then five years as the B.J.P. Government during this period had done nothing as the work was started by the previous Congress Government (7) The drinking and irrigation water supply scheme to each field of the District is the most urgent work, (8) Three face electricity to each house hold / village so that the young generation living in the rural and remote areas could earn their livelihood and may not run to the cities for earning their lively hood. (9) Subsidized pesticides and fertilizer should be made available to the farmers well in time before the showing season is started.(10) Construction of link roads to each village having population of at least 100 as per policy already announced by the Congress Government (11) The industrial area of the Bilaspur Town should be expended to the new Sectors being created towards Bamta and Badhyat (12) I had taken up the matter with the Government of India Ministry of Tourism and Civil Aviation that there is a plan for the construction of international Air Port in Himachal Pradesh but suitable land could not be traced out during the last five years whereas I had given a plan that the Sukkar Khad Valley right from Jhorghat to Ghori Dhabiri is the ideal and suitable place for the construction of International Airport . This Khad divids Bilaspur and Hamirpur District and it is widened about 700 meter is width. At present the B.J.P. Government has cut off the Bilaspur town from all sides and there is no development of the town particularly and business and other developmental activities are stand still in the town and bilaspur District. I have requested other public representatives of Bilaspur H.P. to be active and get all these demands accepted from the State Government at the earliest possible Sita Ram Dhiman, Ex-NGOs Fed.
