The relay of CDs on corruption and moral trafficing in Himachal Pradesh are unfortunate. The practice started by Major Vijai Singh Mankotia during and at the time of Vidhan Sabha Elections against Vir Bhadra Singh by relaying audio C.D. for taking or discussing the transaction of exchange of money, now has become a routine. One Audio C.D. of Brinder Kashyap M.P. ( Shimla) , two Audeo CDs of the Chief Minister, Prof. Prem Kumar Dhumal and D.S. Minhans , D.G.P. ( Vigillence) have also been relayed through print and electronic media. It is fact that when something is black in the bottom, such type of activities are done by the detractors agains their political enemyes. It is also fact that power make a man blind and he does every thing against the culture and enronment of the State , he has no knowledge of that at that point of time. It is also fact that the CD's are against the top leadership of the Political Leaders and top Bureaucrates of the Police, the question of enquiry entrusted to the State C.I. D. does not haveany meaning. All the State Departments are under the full control of the State Chief Minister and no officer can give any adverse report against the top functionaries of the State. It would be batter that all the CD's whether of Mr. Vir Bhadra Singh, Prof. Prem Kumar Dhumal or D.S. Minhans, DGP(V) should be referred by the State Government to the C.B.I. for independent inquiry and if any body found guilty, he should be prosecuted under the concerned law. The corruption has become a routine now in Himachal Padesh. Government should act firmly to stop corruption from top to bottom immediately. It is further suggested that assests and properties made by such corrupt practices by the Political leaders and Bureaucrats should be enquired into and if found disproportionate to their known source of Income, cases of corruption should be lodged against all such guilty and they may be punished and their assests and properties held by them by such corrupt practices should be confesticated to the Government exchequire by the Government.

Sita Ram Dhiman, Founder Member, Former General Secretary and Senior BSP Leader, Himachal Pradesh, writes with regards to the sanctions and construction of Ambedkar Bhawans in Himachal Pradesh. The present Government headed by Prof. Prem Kumar Dhumal, as Chief Minister, Himachal Pradesh immediately after taking over as the Chief Minister on 30th December, 2007, announced that every Vidhan Sabha Constituency will have its own Ambedkar Bhawans. The announcement was welcomed by one and all in the State particularly the Scheduled castes, Scheduled Tribes, backwards and down trodens as this was a rewards in the name of Bharat Ratna Doctor Bhim Rao Ambedkar, an Architect of Constitution of India and a first Dalit Leader in the Independent India.
As per announcement made by the Chief Minister, H.P. the State Government has sanctioned the conastruction of Ambedkar Bhawans in every Vidhan Sabha Constituency in the State. Now for the construction of these Bhawans, the land so being selected is not being selected in the cities and towns but the lands are being selected in a remote and inaccessible areas in the cities/ towns . The communities detailed above has a great resentment amongest them that such Bhawans are being constructed in the far of places from the cities/ towns where no member of these communities can get benefit of these Bhawans. For one or two exemples at Shimla, the site has been selected in Krishna Nagar area and not in the main stream of the town connected with regular vehicular traffic. Similarly, in Bilaspur Sadar constituency, the site has been selected at Lakhanpur which is more then two kilomtres from the town. Similar type of complaints are being received from other constituencies also.
In view of the resentment prevails amongst the members of above communities, it is suggested that fresh selection of sites for the construction of Ambedkar Bhawans should be made and these should be constructed in the hearts of the cities or towns or on the main roads for the convenience of people whose sentiments are connected with the sactifices of Bharat Ratna Doctor Bhim Rao Ambedkar.Sita Ram Dhiman, Senior BSP Leader Himachal Pradesh.
