Subject:                      Suggestions for the preparation of Budget 2013-14
in response to the State Government call…..Construction of Large /big Power Projects in Himachal Pradesh.
Sir,
                                    The Government of Himachal Pradesh has set up H.P. Power Corporation Ltd. which is executing small power projects ranging 5-10 MW power generation. The big projects are neither being executed by H.P. Power Corporation Ltd. nor by the State Government. 
                                    In order to execute big power projects and have power generation in plenty , an agency , executing such projects is the demand of the day to earn revenue to the state exchequer by an agency which should have the control of State Government. This agency will not only earn revenue but also   provide employment to the educated un employed youth. Therefore, the Proposal is as under:-
                                     In order to materialize this proposal, formation of a cooperative Society, namely “HP Government  Pensioners  and Serving Employees-  Co-Operative Society is only required to be formed under the ausis of State Government which can later be registered as a Company . For this purpose , the State Government will only have to do  a provision of token money required for the registration of a company. The shares of the society, later on registered as company will be sold to HP. Government Pensioners and Serving employees. The share money so collected will run in thousands of crores of rupees . This share amount can be collected from the D.A. installments which the Government have to pay after every six months in crores of rupees. The wards of the share holders i.e. pensioners and serving Government employees , who have aquired higher education in many fields like engineering etc. could be adjusted in the construction of such large projects in various categories of posts , thereby minimizing the un employment problems in the State .
                                    The second proposal is to earn revenue for the state in a big way. A  provision for allotment of  encroached Government land  by way of giving the same on perpetual/ 99 years of lease is needed to be made. A huge quantity of Government land is presently encroached by individuals throughout the state and the Government is quite unable to get the encroached land back .Therefore , it will be in the best  interest of the State Government as also of the individual encroacher  to allot the so detected encroached land to the individuals on perpetual / 99 years lease basis against some lease money / fee as prescribed . By this way , the lease money  / fee so  collected by the State Government  will definitely run into thousands crores  of rupees and the propriety of the Government on the such land will also be maintained.
                                    It is , therefore, requested that the above two proposals may kindly be incorporated in the budget for the year 2013-14 so that the State Government may earn huge revenue and the interest at large of the public could be taken into account by the State Government.

                                   This is with reference to the news items in the press to day the 8th of Feb.,13 demanding suggestions for the development to be put in the coming Budget 2013-14.

I am to request your kind good self that the development work in Bilaspur H.P. particularly in town and generally in entire District have been stand still for the last more then five years as the B.J.P. Government during its stint has done nothing for Bilaspur District in any respect.
I am inviting your kind attention towards the following development works which requires immediate attention of the public representatives of the Bilaspur District and also the Hon’ble Chief Minister, H.P. A time bound orders / directions are required to be issued to all concerned to fulfill the requirements of the public of Bilaspur District.
( 1 ) To get two more sectors created to wards Bamta and Badhyahat (2 ) The remaining austees of Bilaspur District should be given plots etc. in these new Sectors with all amenities of Road, Sewerage, Water , Electricity , parks ,stadiums etc. (2) The new Bus stand has already been approved by the Congress Government in the last stint but the B.J.P. Government could not construct the same during its rule in five years though Rs.15 crores and 15 Bigha of land has already been earmarked and sanctioned for the purpose in the area of H.R.T.C. Workshop as per the information received by me in R.T.I. and E Samadhan. This should be got constructed on top priority basis. (3) A tunnel from Bilaspur town to Markand should also be got constructed for the overall development of Bilaspur town, (4) As already the matter had been in the policy of Congress Government earlier, an artificial lake should be got created so that some tourists should stop over at Bilaspur ( 5) Berri Dadolan brigde over Govind Sagar lake should be got constructed soon as it was on the Congress Agenda for the last many years. (6) The construction of Baagh Chhal Bridge has hanging fire for the last more then five years as the B.J.P. Government during this period had done nothing as the work was started by the previous Congress Government (7) The drinking and irrigation water supply scheme to each field of the District is the most urgent work, (8) Three face electricity to each house hold / village so that the young generation living in the rural and remote areas could earn their livelihood and may not run to the cities for earning their lively hood. (9) Subsidized pesticides and fertilizer should be made available to the farmers well in time before the showing season is started.(10) Construction of link roads to each village having population of at least 100 as per policy already announced by the Congress Government (11) The industrial area of the Bilaspur Town should be expended to the new Sectors being created towards Bamta and Badhyat (12) I had taken up the matter with the Government of India Ministry of Tourism and Civil Aviation that there is a plan for the construction of international Air Port in Himachal Pradesh but suitable land could not be traced out during the last five years whereas I had given a plan that the Sukkar Khad Valley right from Jhorghat to Ghori Dhabiri is the ideal and suitable place for the construction of International Airport . This Khad divids Bilaspur and Hamirpur District and it is widened about 700 meter is width. At present the B.J.P. Government has cut off the Bilaspur town from all sides and there is no development of the town particularly and business and other developmental activities are stand still in the town and bilaspur District. Many many thanks to Bahin Kumari Mayawati G for granting me ticket to contest Himachal Pradesh Vidhan Sabha Elections from Shimla ( City ) seat. I being a loyal BSP spy contested the election. My name was declared for election on 14th of October, 2012 at a press conference at Shimla by Sh. Narinder Kashyap G, National General , M.P. ( Rajya Sabha ) and incharge of party affairs for Himachal Pradesh. On 15th separate Bank account was opened for the election purposes as per directions of the Election Commission of India. On 16th of October, 2012, filed nomination paper before the Returning officer ( SDM Sadar , Shimla ). Scrutiny was done on 17th and 18th of Oct., 12. Withdrawal was to be made on 19th Oct.,12, Symbles were allotted on 20th of Oct, 12. The marriage of my younger son was fixed on 22nd of Oct., 12 at Chandigarh. As per programme , I had to proceed to Chandigarh for arrangements and marriage on 20th of Oct., 12. and remained busy up to 26th of Oct., 12. The election rally of Bahin Kumari Mayawati ji was held on 27th of Oct., 12. I had to visit Jubbal and Kotkhai on 27th & 28th of October, 12 . Only five days left for convassings but this time was very short. The party high command deputed some leaders for the electioneering in Himachal Pradesh who could not make proper advertizements and put any hoardings in any part of the state and they could not provide election materials till the last date of elections on 4th of November, 12. However, due to all hurdles, as faithful party man, I had to contest this election for the first time in my life. I got much experience.
Those who have voted and supported me in this election, I am thankful to all of them. Those who have not voted , I am thankful to them also. I do not want to have power for me as I am already associated with many social organizations for the welfare and upliftment of poor and downtrodden people in the Society. It is not necessary that after becoming M.L.A. one can help and serve the society. If any body have guts , he could serve the society by his social activities with honesty without any creed and greed.
I , my self , again thanked to all my voters and supporters during this election. I again offer my self that if they require my any type of help, I am with them always.

                                          The action of the Election Commission of India is seems to be deplorable as the result of the general elections held on 4th of November, 2012 for Himachal Pradesh State Assembly have not been declared immediately after the completion of the elections of the State Vidhan Sabha. It has been tagged with the general elections of the Gujrat Vidhan Sabha  which are going to be completed on 18thecember, 2012. It means the delay in declaring the results of the elections held in Himachal Pradesh, is very late. Lot of confusions have been created in the minds of the contesting candidates as also in the public / voters of the State with regards to the security of E.V.M Machines and its safe storage and custody. However, there is no relevancy of elections to be held in Gujrat with that of Himachal Pradesh as the Gujrat is quite far away from Himachal Pradesh. The results of the elections of Himachal Pradesh should have been declared as early as possible because the Un-certainty is prevailed amongst the contesting candidates as also in the minds of the public / voters of the State. It has been tagged with the general elections of the Gujrat Vidhan Sabha which are going to be completed on 18th December, 2012 and the results of the elections of both the states are going to be declared on 20th of December, 2012. As regards the declaration of results of elections of Himachal Pradesh Vidhan Sabha are concerned it is too late i.e after more then one and half months from the date of election held on 4th of November, 2012. FRAMING OF CHARGES AGAINST SH. VIRBHADRA SINGH AND HIS WIFE PRATIBHA SINGH IN C.D. CASE..... RESIGNATION FROM THE UNION CABINET.

                      The framing of charges in a judicial process against Sh. Virbhadra Singh, former five time Chief Minister, Himachal Pradesh and Cabinet Minister in the Union of India by a Trial Special Court ( Forests) Shimla in C.D. converasation between him, his wife Pratibha Singh and a deseased bureaucrat Mr. Mohinder Lal has come as a surprise to the people of Himachal Pradesh. The Audio cassette was prepared during 1989-90 and lateron it was converted into C.D. This all happened due to a political mistake done by Mr. Virbhadra Singh during his rule from 2003 to 2007 when he remained as Chief Minister of the State. During downsizing of the cabinet, he took decision to withdraw Mr. Vijai Singh Mankotia, from the State Cabinet and as a revengeful act, all this happened. If Mr. Virbhadra Singh could have dropped Mr. Singhi Ram another Cabinet Minister, from Rampur, District Shimla, this type of happening could have been avoided and the stage at which now Mr. Virbhadra Singh stand , never have come. With the framing of the charges against him and his wife by a trial court, he has to step down from the Union Ministery too. This not only a loss to the State of Himachal Pradesh particularly but a major political set back to Mr. Virbhadra Singh and his family. The detractors within the congress party in Himachal Pradesh , might be very happy with these happenings but they could not speak as a part of the party discipline. Whereas the question of the B.J.P. rule in the state during 2007/8 till to day, had tried from the very begining to put on hard Mr. Virbhadra Singh as he is the only congress Senior Leader in the State who can give defeat to the B.J.P. in the coming Vidhan Sabha Election during 2012 end. They thought that if Mr. Virbhadra Singh is out of seen in the State , they may be able to win the 2012 elections comfortably. But they should not forget that Mr. Virbhadra Singh is a shurewed poltician and he will never sit silent and will try to manage defeat of the B.J.P. during these elections. The question of Major Vijai Singh Mankotia is concerned, he may be right in taking revenge from Sh. Virbhadra Singh as his political carrier has also been destroyed with his withdrawal as Minister from the State Cabinet by Mr. Virbhadra Singh then Chief Minister. He managed to get the C.D. from one Mr. Mohinder Lal , retired and now deseased I.A.S. Officer, who remained Deputy Commissioner, of Shimla District for more then 7 years and after that Director of Industries, H.P. He was quite close to Mr. Virbhadra Singh and had been managing every thing for the Chief Minister, his wife and family by hoock and crook. Mr. Vijai Singh Mankotia , had to left the Congress and had to join the B.S.P. during 2007 and fought elections from Dharamshala on B.S.P. ticket as a Chief Ministerial candidate but he lost the election badly . After that he took " Sanayas " from the poltics. But now when the charges framed in C.D. case against Sh. Virbhadra Singh and his wife Ms. Pratibha Singh, resignation from the Union Ministry , again he seems to be active in poltics in the State. This was a case of corruption of political life detacted with the broad casting of C.D. during 2007 elections by Major ( Retd) Vijai Singh Mankotia. No body can deny the poltical and bureaucratic corruption in the State. However, if the matter is taken up by the C.B.I. at its own and raids are conducted against the present and ex Ministers, Chief Ministers and present bureaucrates and ex-bureaucractes, a huge un counted wealth, property moveable and immoveable will be detacted which has been made by all of them by unfair means and is disproporationate to their real source of income. The debt of the State which has now reached to the tune of about Rupees 30 thousands crores, could be cleared in a day if the money , property made by all such people by unfair means when they remained in power. ERRACTIC POWER SUPPLY IN THE STATE CAPITAL IRKS PUBLIC

                             There is frequent power cuts occurring in Shimla, the State Capital of Himachal Pradesh since the past several weeks,the working of the H.P. State Electricity Board has come under a cloud.No day passes when electricity is not snapped for few hours ranging from half an hour to as long to one hour. On June 7 and 8, power supply remained suspended several times in a day and night. The persons who use to do some work on computers, and saw their interesting programms on T.V. abruptly switched off. Certain times, these electronic instruments destroyed by abruption switched off electricity time and again in the State Capital Town at Shimla. The professional and home users are quite fed up with the working and functioning of the H.P. State Electricity Board Ltd. in the Shimla Town.
                                This blog is being written to invite the attention of the authorities sitting in helms of affairs. Copies of this blog is also being sent to the State Government with the request that the Power Board Authorities may be issued directions to maintain the power supply un distrupted in the Shimla town particular and in other parts of the State in General. Those who are responsible for maintaining the power supply un disrupt should be made responsible and accountable. A departmental action may also be initiated against all of them who are negligent to their duties towards the public of the State besides recovery of cost of the instruments destroyed in snapping time and again the power supply if these are reported to the authorities.Sita Ram Dhiman, Sr. B.S.P.
